Post-event assessments of the 2019 Floods: New Findings to Guide Adaptation

  • Publié le 17 February 2026

The OQACC has just realised three new research reports on the 2019 floods in the Beauce region.

These studies are part of the project “Conducting Post-Event Assessements (REX by its acronym in French) of Floods that caused damage in Quebec – Society Component (REX-SO),” funded by the Ministry of Public Safety (MSP).

The reports present the findings from the post-event assessements conducted in three municipalities that were severely affected by the Chaudière River flooding in April 2019: Sainte-Marie, Scott, and Vallée-Jonction.

Five years after the events, these documents provide an overview of what happened. Among other things, they include:

  • the characteristics of the flood (duration, water levels, evacuations);
  • the social, economic, and health impacts on communities;
  • citizens’ perceptions of flood risk;
  • their assessment of crisis management;
  • the factors influencing the adoption of preventive behaviors or adaptation measures.

By combining the results from the three municipalities, the reports offer a regional overview of the 2019 floods and propose concrete actions to improve flood risk management at both the municipal and provincial levels.
